New areas and maps require new graphics. They said when the game was released that those kinds of assets would have to go in an expansion pack since a download would be prohibatively large.
Platoons maybe free regardless of wether you buy the expansion pack, since any expansion pack will have to be released at the same time as a patch.
Spork isn't answering cause it's a 2 sentence blurb in a magazine known to get their info wrong all the time. When CGW prints it, or GameSpy puts it in an article, then you might see a comment from the dev team, if they haven't announced it officially by then.
