Stratholme - Live, right before you enter the scarlet building. Same area that Timmy the cruel spawns in.
Scholomance - The Viewing Room. Thats where all the netural human NPCs are.
Blackrock spire - LBRS, flame is located on the opposite corner of the Ogre pike pile after the spiders.

I got my helmet 2 days ago, so some hints for those who want to steal the flames also.

Undercity: As stoke stated, it's in the throne room. Just go into the UC from the front side, easy one. And guard and horde free. And also remember that you can mount in the UC.

Thunderbluff: Just take the lift up towards MooMooTown. Then take a left turn. You need to enter this house to walk on the bridge (at this time you might have around 3 guards behind you and one civilian). When you cross the bridge go up the hill and you will see the flame there.

Orgimmar: This is a real pain to get the flame. For those who like to be a real man, take the front entrance of Orgimmar. And walk towards Valley of Wisdom. The flame is located next to the armor of Mannoroth and Thrall's gaybar. The smartest way to do this is to take the back entrance of Orgimmar, which is located at the left side of the City. You will by-pass the AH district this way.

For those who are not lv 60 yet, you get around 25k exp from this.
